a 3100 build with a 1660ti is a perfect 1080p machine sweet spot for high graphics and decent workloads

Two things may be happening. Your cables maybe drawing more power then the psu can handle so add another cable for the pcie. Two the psu is bad

Why not just go SATA 2.5" ssd then? Loading times don't hardly differ. 1, maybe 2 seconds. DRAMless slows down during writes. If all you care about is load times, NVME M.2 is pointless
