I recently got a new PSU (for my 2080 Super) and noticed that I never plugged in 1 of the 4 pin connect on the top of my motherboard. could this be what's causing my CPU to throttle?

modern systems use 8 pin EPS connectors
obv, using both connectors allows for the CPU to draw more power, but i dont think there's a single cpu that is constrained by a single 8 pin at stock.

Yep that seems solid for your friends needs, although this assumes he has a monitor and peripherals already, and you just need the tower
So if you have all the peripherals and a monitor, go for it
because you’ll essentially add those peripherals and monitor to the price point if he doesn’t have any already

I bought the mouse around a year ago when I was still workin with a laptop
the keyboard and monitor still work like a charm B)
I just switched out my mouse for a wireless one
