The ram is new the cpu mount is pre good I think, it’s got a new water cooler and basically everything is new besides the mobo and psu

Try taking out and putting back in the ram, make sure the ram is in slots 2 and 4 if you count from left to right
I've reseated the RAM multiple times, tried different combinations, replaced with a different brand. I'm at a loss as to what to try next
If replacement ram isn't a fix, I sometimes glance at cpu/mobo pins as being an issue.
Agree - checked one of the CPU's yesterday and seemed ok (I'm building 2 machines with same config and both have this issue)
Quick sanity check have you let both systems run for a few minutes (up to 10) with the dram light on? Ddr5 can take a long time to train especially on first boot *it can sometimes take 15 minutes

Had to wait for my lunch break to try the 2 suggestions. I had previously reset CMOS as few times but did it again and left the machines running for 30 mins - same issue unfortunately
do a quick turn off and on again and wait a few (the training time). it's worked for me in the past 
hopefully it works but if it doesnt im out of suggestions
trying that now - will wait a bit. I've ordered more RAM from the "Compatibility" list (https://www.asus.com/motherboards-components/motherboards/tuf-gaming/tuf-gaming-z790-plus-wifi/helpdesk_qvl_memory/?model2Name=TUF-GAMING-Z790-PLUS-WIFI) that should arrive next week. After that - I have no idea.
another santiy check step, after doing the reboot look for the debug led; if its off then you should be good to go

last maybe suggestion but it seems like youve done it already. push down on your ram a bit to make sure absolutely sure its seated correctly
it takes a more force then a lot of people are comfortable with to seat it correctly

I reseated and checked the CPUs yesterday. Also confirmed the RAM is in as far as it can go. You know, I started building PCs 30 years ago but haven't built one from scratch for 10 years or so - thought maybe I was getting rusty and was missing something. I can't think of anything else and while the likelihood of having 2 boards DOA is slim, I guess it's possible. Will try the new RAM when it arrives and then look to replace the boards if I still have the problem. Any thoughts on the board (ASUS TUF Gaming Z790-Plus WiFi)? Should I replace with something different?

so one way you can connect the fans is to connect the fans on the front panel, the fans on the top panel, and the fan for the rear, together, so that you have one main cable for each group, and put them on seperate fan headers (idk what mobo you have so you may or may not have enough headers)

each fan has 2 cables right? one of the cables is for the "input" (the side with the holes) and a side for the "output" (the side with the pins)

so the previous fan powers and also sends the PWM signal to the next

the mobo will give it the 12v and the pwm signal it needs (unless it's dc controlled speeds, then the mobo would vary the voltage for the speed)

Did you connect all gpu power cables?
If yes, make sure they are fully inserted. At times they can take a lot of pressure
If you think they're all the way in and they won't budge, dm me screen shots of the pcie power cables at both ends, connecting to the psu and connecting to the gpu

Playing at 1440p the 5700x could handle more than a 6700xt, but id say no more than a 3090 and similar
Which isn't a huge jump from 6700xt
I mean it's noticeable, just not as massive as 5700x to something like an 8800x3d
There's two sides to it
One is that currently, your gpu is the limiting factor. However a cpu bottleneck isn't fun a lot of the time, it can lead to frame drops
So I'd say it's up to you. I was in a similar scenario, and I did cpu first

That you'd likely see more of a benefit from with a gpu upgrade, since a newer gpu would have a better video encoder (7000 series/30 series AV1, I forget what 40 series has)

I had to go through a month of troubleshooting on my first build because for the life of me I couldn't find out what was wrong.
Eventually narrowed it down to the cpu and mobo, which I promptly returned before the return window closed
i spent 2 hours trying to figure out why windows wouldn’t boot, had to take the batter out my motherboard, let it reset, go into bios, and make usb priority for some reason
I hadn't built a pc till just under a year ago, it def gave me some useful insight I didn't have before that

I had multiple issues with mine

Currently having stupid issues with windows and internet though
First I forgot to put the io plate on, so had to unscrew mobo to put it on, when flashing bios I didn't name the file correctly so I spent two days thinking I broke my pc, and then another two days wondering why it wouldn't turn on only for fal to tell me I plugged the power sw cable in incorrectly
Mines not a wifi issue though 😭 Ethernet has the same issue
at least it wasn't an actual hardware issue
And it works fine on Linux 😭😭
Then once I finally got the pc running, my cpu was running at 100c under load, which took sips and felix to realize my mobo was feeding it unlimited voltage until it thermal throttles
Hardware issues are so much easier to diagnose tho
Takes more time to replace a part but that's just downtime not active troubleshooting
when you can't tell what part is causing the problem it gets annoying

I play Forza horizon 5, warframe, borderlands, emulators, ghost recon wildlands, phasmaphobia, starfield, and a few others. I like to run as high graphics as possible and still get 60fps at 1080p
Well I wouldn't recommend buying any of those now anyways but if you already have them then it's more than enough for 1080p 60fps

Wanted to provide an update. New RAM from the ASUS "compatibility list" arrived today (Team T-Force Delta RGB 32GB (2 x 16GB) 288-Pin PC RAM DDR5 6000 (PC5 48000) Desktop Memory Model FF3D532G6000HC38ADC01). Installed and booted - no errors! I honestly can't believe that the RAM I bought previously (G.SKILL Ripjaws S5 Series 32GB (2 x 16GB) 288-Pin PC RAM DDR5 6000 (PC5 48000) Desktop Memory Model F5-6000J3040F16GX2-RS5W and another one from Amazon) were not compatible with the ASUS TUF Gaming Z790-Plus WiFi motherboard. Will continue installing OS etc today and start testing tomorrow.
Theyre def compatible, I guess they were just somehow both faulty kits

Hi everyone! New here and fairly 'green' in the PC dept. I've been diving into AI and image generation via Macbook Pro an hitting road blocks from VRAM.
My most recent purchase (MSI Gaming Desktop Codex R 13NUC5-087US Intel Core i5 13th Gen 13400F (2.50GHz) 16GB DDR5 1 TB PCIe SSD NVIDIA GeForce RTX 4060 Windows 11 Home 64-bit x 1) turns out not helping much with either the VRAM and esp the RAM specs.
Considering this for a replacement (HP OMEN 40L Gaming Desktop, AMD Ryzen 5 5600G, GeForce RTX 3060Ti, 64GB RAM, 2TB PCIe SSD+2TB HDD, RGB, Bluetooth, Wi-Fi 6, USB-C, RJ-45, HDMI, Win 11 Pro)
Wondering if anyone has insights on whether that would meet requirements to generate faster. Also, open to ideas for other workarounds that might allow me to work without switching between the Mac/PC.
