Bad PSU u think randomly dropped to 90w and temp went fro 70 to 50 for couple seconds cause stuttering than went back to normal

Nigh impossible for a bad PSU to cause frame stutters. Power issues stemming from the PSU means instant shut off usually.

Might kinda be worth checking to see if it's CPU or GPU causing a framespike using PresentMon. Tho that only barely helps diagnosing the issue. For example there can be lag spikes at the DX/Vulkan/OpenGL/etc API layer where it's still doing CPU work. Could also have CPU lag spikes from the game.

Due to being rather hard to find what specific software bug is happening, your best bet is to likely reinstall Windows using the Media Creation Tool. Tho you can check to see if it's just a corrupted Windows install. Make sure that RAM is set to default JEDEC speeds (not XMP) and run SFC /scannow && DISM /Online /Cleanup-Image /CheckHealth && DISM /Online /Cleanup-Image /ScanHealth && DISM /Online /Cleanup-Image /RestoreHealth && SFC /scannow in admin CMD.

I'd be a little more concerned about the GPU not having uefi enabled, that could be just a bios update needed but that typically happens on very old GPUs (nvidia 600 and older)

It's the same instructions for all motherboards, the only thing that varies is which features your board has. Most modern ones will have the jumper at least. The only thing you'd need to check is the location of it.

But MSI's own website has it for $99 bucks still. Most cases give you one guide peg, and put the screws on opposite corners

Yes they keep the devices from contacting the case when you plug them in, potentially preventing a short. It's rare but it happens.

I like to set the case in at an angle and line up the top row on the IO plate first, then set it onto the guide peg
