Well if you do go plex you'll need a GPU to transcode. The CPU isn't powerful enough.
If you'll be transcoding into 4k you'll need at least a 1070/2060. If only 1080p then you can go a little cheaper but make sure it's got at least 4gb vram.
There's a 1060 5gb with no display out that might be cheap, though they're rare so they might actually cost more than 1060 6gb because people are weird

Idts, i believe they came out for servers and such but they were used most often for mining
Transcoding is taking one format or resolution of video and converting it to another in real time. So if you have an old TV show in 480p resolution, but you want to display it in 1080p, it needs to be either converted beforehand or transcoded while you're playing it.
As for the resolution, it'll vary. Most modern TVs are 4k, but can display 1080p and sometimes lower resolutions. Or if you're playing on another computer, your target is whatever your monitor resolution is.

Plex doesn't need a lot of power to transcode to 1080p, a 1050 ti should work but don't go any lower or older than that.

You can plug the server into the TV. In that case the server is doing double duty as both server and receiver.
Or if you don't want to access the files from other computers, just run VLC media player and play the files directly.

Both are possible, and fairly easy. If you're running windows you can just share a folder and everyone with the password can access it. Linux can do that too with SMB, it's the same protocol.
In this case no it doesn't matter much, but don't ever get below D tier. Risk of fire or catastrophic failure due to lack of protections is much higher in lower tiers.

Those are typically good enough, unless it's a random unknown case manufacturer then they use the cheapest thing possible
300W should be enough for that build too, assuming you are sticking with the 1050 ti suggestion

I wouldn't personally do a 4080 on a SFX 750W, even a high end one like that. You might be able to pull it off if you do a little power limiting.
You don't need to go as far down as a 3060, that's a severe step down. Like stepping off a 3 story building.
