Okay so I figured out my problem and had to replace a cable on the Lian Li fans that were on the radiator , I unscrewed the Fans on the radiator and I can no longer screw them back in. I've lined up the holes but I'm getting no grab on any of them.

You don't need all the screws. In your case you can get away with as few as 2 screws on the 3 fans because they hold each other up.

Could be a couple things. Wake on LAN might be triggered or some other bios level wake event, or when you shut it off it does the stupid hybrid sleep mode and gets an OS level wake up.
A quick way to tell is to check your uptime in task manager. You can try to prevent it by holding shift while you clock shutdown so it doesn't do any kind of sleep.

Wooting is pretty good. I'd recommend it if you're going to use the analog part. Do note getting the Flaretech stuff (EOL, can only get them used) isn't the most recommended as they kinda suck for the analog part.

It depends on how they got in. PC reset leaves a lot of files behind so if it was a virus it might still be there. If it was a more simple scammer connecting remotely, then it's probably ok.
