4090 power spikes are lower than most 30 series. Even just an rm850x might be good. Cpu I concur with 13600K -- 13700K if some programs needed it.

4070 vs 3080(ti) is gonna be a fun fight when the former arrives.
To context the message above, the 10980XE was like, Intel's threadripper of a couple years ago, losing to an entry level cpu of the previous year

You also don't need to pay full price for Windows. If you have a PC already you won't be using much you can transfer the license, or find an OEM key for about $20-25.

Windows Hardware Error Architecture
When you have fclk up too high the processor starts throwing errors. It strongly affects performance but might appear totally stable
It's a stability error
And you can't desync fclk on zen+

It can also silently kill a windows install if not considered
Run prime95 smallfft and largefft watching hwinfo for WHEAs
It's the very last thing on the list on hwinfo
Or alternatively
Pray
Downclock to 3200 cl16 (same speed) and call it a day
You'll lose the fclk but if the chip can't run it then it wasn't meant to be anyway
Frankly if it seems to run 3600 then it should just run 3200 no issues
Even Zen 2 had issues running 1800 fclk sometimes so it would be interesting if zen+ did it

$210. Not bad VS what 12600K sometimes costs, but a $150ish 12400(F)/12500 still would win on overall value imo. (Especially since Ecores don't really help in a majority of games) -- Plus, of course a 12400(F) wouldn't need a 700 series mobo or bios flashback on a 600 series mobo.

in terms of rgb software, you should be able to get just about everything on openrgb, which is a free really good rgb program

So just be sure to not try to mount it fan down and strip out screws trying to line it up

I had a PSU fry on me at work, it sparked and went poof. had to replace it which was kinda annoying on a basic HP prebuilt you find in offices

40 series has lower transients than 30 series. Seriously doubt 50 series is much different, that's also likely almost 3 years away. Plus depending on cpu, even just an rm750(x) would be ok for a 4090. 
4070 ti has shown spikes up to 400W, 2x the average at the time
Their avg are pretty nice. 3070 ti spikes near 400w too, lol. Hey, at least some people are giving 1200w psus a reason to be made.

So I'm scouting potential upgrades and then weighing the cost to performance
For example, if $500 in upgrades would get me only 10+ FPS, then of course it's not worth it, but if something cheaper, or even something more expensive, has a better upgrade to price ratio, I'd be inclined heavily to buy it

I purchased an ASUS Z690-P Motherboard with a Intel i9 13900 - showed as compatible but pcpartpicker shows that they are but MB requires BIOS update. Any advice on how to handle - don't have another computer to do the BIOS update. OR maybe something I am missing.

I couldn't find a 6800xt in my price range but i found a guy selling a 6800 for 361 400 after tax and decided to pick it up and its like 4-6 weeks old and comes with all of the accessories
