if you have the budget, add another layer of drywall on top of your existing drywall, which would significantly improve the soundproofing of the room

it depends on how professional you want your audio to sound
if you're just doing calls and shit, then software would be fine, but if you're doing any professional audio work, you want to use as little noise reduction software as possible, as that affects the sound and quality of your audio
acoustic panels are more of an aesthetics thing, and they mostly don't do anything (especially those foam tiles)
on a budget, even just thick blankets or whatever hanging on the walls, and a carpet on the floor will do more than what acoustic panels would do
