They are supposed to work with the devs to make sure they have drivers that work for their gpus day one. If the devs don't agree or the gpu company doesn't reach out and vice versa, they'll have to make the drivers after the game has released, which is something AMD used to have more issues with due to not having the relationships Nvidia had

It's almost certainly fine with a 3700x. If you really wanted to you could pick up some cheap heaksinks off AliExpress and stick them on the vrms and mosfets
