I am gonna be gone for a while. To give a short and simple answer the issue is with how the CPU trains the memory. Once trained it works fine.

My 7950x3D kept getting stuck in the training process and when it didn't would take hours.

I had to power cycle repeatedly to get it unstuck.

I used two different MSI boards.

Yes but good story telling is not just rehashing the same thing with a pretty coat of paint on it. Good story tellers will take something already known and tweak it, change it and add new twists and story beats to it.
