The more detailed the textures are, the more VRAM they use, even if the textures are changing the smallest most trivial things
You'd run into that problem very quickly when modding Fallout 4, you had at most 8gb and trying to fit a fair amount of HD textures into the game caused numerous issues, such as some texture loading being shunted over to system ram
Meaning you'd run into an area and the close distance, higher res textures wouldn't load until you were standing directly infront of them
