I also understand the B580 only falls between the 4060 and 4060Ti in performance, that's a best case scenario.
So if he were to swap from the B580 to a somewhat better GPU from another brand. Like let's say he was able to find a used 4070 Super for like $450. He'd get considerably more uplift from that as an upgrade, and it would stop his CPU from being an issue that holds his B580 back due to its drivers.
I also feel he'd spend a similar amount overall on that upgrade - sell the B580 for $250, get a used 4070 Super at $450, that's $200 out of pocket. Which is likely how much he'd spend on a 14700KF after selling the 13400F.

I got a big shuriken 4 from the is55 and I throttle at 100w with both coolers, even though bs4 is a lot better

Even the tiny thermalright axp90-x47 copper is better than the is-55

bs4 is better than that but I still throttle at 100w

I idle much lower than the is-55 as well

is55 is a little over 50

I spent 40 on the bs4, some more on slim fans, and the shiny snake l400 which all adds up to about 190. For this price, I can get the dan a4-h2o and an aio.. so i think i played myself here
