it apparently is because tractors are more rear heavy (since those are the drive wheels and need to grip the soil) so if you have something more heavy attached to the rear hitch, it may cause there to be not enough weight on the front wheels to be able to steer (especially on soil) so the brakes allow you to turn instead of having the front wheels be turned all the way and you still go straight forwards lmao
