this is pretty much the minimum for fluid motion, which is why many movies and films were at that framerate, because it was the cheapest framerate for video
games used to be rendered at 30fps because of hardware limitations, but once it became powerful enough to support 60, most people switched to that
30 to 60 is a fairly huge leap due to the percieved latency between input and visual, as there is around 17ms less latency on 60fps compared to 30fps from just the display, before you add the input latency from peripherals and the computer, and the display board which often also had extra latency
if you were just watching a video though, it's less noticeable if you switch between 30fps and 60fps
tl;dr it's not about how many fps you see, but how much latency between each frame there is

theoretically you might even be able to use a m.2 to pcie adapter then plug that into a pcie to pci adapter and use a gen 5 ssd on a pci slot
