That's what I'd do
For two reasons
- Prebuilts are poor value, laptops are comparable for the same price
- Generally speaking unless you jump and hop a lot of used articles you won't really make off with better
Along with the aforementioned that the 1060 pc would want most of everything changed to be appropriately used in a 1000 dollar budget
If we were talking lower scale, you could swap something in
But if you want to use 3080 levels of power properly I would build from scratch
7800xt and 6800xt are both comparable, 7800xt is I'd say better, or you could go used 3080 if you prefer
Used 3080's sort of hang around that gpu price range of low 400's
Up to what you prefer really
But building is only daunting the first time, once you've done it before, it's a good life skill
Every pc after that, mostly the same thing lol
They might look wildly different but they all adhere to the "ATX" system, so they all translate to roughly the same parts
Final piece of context by the way, this level of power in a pc I would use for a 1440p monitor
If you plan to play 1080p strictly then this is really overkill and you get similar results with a lower cost pc
Cos the monitor will hold the 7800xt/6800xt/3080 back from running full tilt
So it would be like you bought the lower cost pc anyway 
Or in the case of the $200 pc, using a 3rd gen with a 3080 would hold the 3080 back pretty hard, power problems aside

well 3700x/3070 is not a bad system but 3700x is Zen 2 (Zen 5 just came out) and RTX3070 is a pretty good card but it only has 8gb VRAM
8gb is sort of the standard but it's increasingly becomming too little
so if you wanted to play at 1440p or 1080p, it likely wouldn't be a problem presently but in another year or two, it might

Setting it at 0 will only stop the pwm fans, the 3pin fans will slow down to around 450rpm

You've undervolted too far. Clock watchdog is a firmware feature on motherboards that catches a cpu boosting high enough with too little voltage, it trips the "watchdog" and you end up with a blue screen to save windows corruption
