Im using it for music production and maybe a mild amount of gaming, and idk if it's better to get a Galaxy tab a9+ with an 11 inch screen or a iPad 9th gen with a 10.2 inch screen. The Galaxy will be cheaper and easily accessible the iPad is more expensive and may take a bit

well the "board partners" have to give an incentive to buy their GPUs over Nvidia's. Usually that means they'll come with vBIOS that are slightly overclocked

if anything, it probably would lower the latency very slightly, due to the lack of data compression (i dont have any numbers, but it's not really a factor to consider)
chroma 4:2:0 and such are mainly used to lower the amount of data required to view x content (mainly an issue with older display cable standards in the case of screens) without visibly lowering image quality for movies and photos, and is only noticeable with smaller text
