Im pretty sure this was in the context of cables as well. Tbh my first thought would not have been to give quick transient numbers without context. One has 3 fans & a huge cooler, the other has two fans & the Nvidia standard cooling.
The Strix is clocked at a higher speed & likely has a higher power limit, BUT the FE is perfectly fine for the everyday user & actually if you hook an A/C up to the FE card since it's almost all metal it takes a long, long time to heat soak.
My choice would be the Founder card over strix.
However, many many people would prefer the Strix.
I just have used both Strix & Founders cards & really like the Founders cards.

When it freezes I can still hear everything, my cursor still moves, mic still works, id imagine keyboard still does too and I can't shut it off unless I hold the power button
