Fairly sure PSU design plays quite a large factor for whether coil whine and "percentage load" is a true point. Remember that old 250w flagship GPUs dont have as much coil whine as more modern 350w - 600w flagship GPUs, even despite the larger VRMs.
It wont always just be percentage load, depending on internal PSU stuff it can be closer to raw throughput afaik. Smth like 650w - 850w can prolly be likely closer to raw throughput, 650w - 2000w will prolly be closer to percentage load.
