If you want to play the legit way, I found that selling sea creatures (you need to dive for them) and assessed fossils make you a lot of bells.

Just interact with Tom Nook and he will guide you on what to do.

After you get 3 stars, the next "objective" is to get 5 stars 🙂

You can villager hunt but I think that is a bit later in the game. Like what @slate hull said, they need to have a thought bubble asking to move out. There are hacks to kind of speed up the process but Im not too knowledgeable on this. Might be best to ask #game-help-questions❓ for that.

Basically, once they get the thought bubble, you can either say yes or no to them moving out. Then the following day, the villager will be in boxes. I think this is when you can advertise to other players that may want this villager and they can get him/her. Then the following day, your plot will be empty and you can villager hunt. You will need nook miles tickets for this 🙂

You need to villager hunt while your plot is empty otherwise the game will auto fill with a random villager
