Based on your town map Im guessing youre going for a more natural aesthetic
Some suggestions: maybe you could keep everything mostly where it is and have a slightly more urban area in the south, getting progressively more natural as you move north, with the river island being somewhat exotic (maybe bamboo like spudling said)
Or alternatively you could spread everything out more and have a more classic look

i dont really recommend it tbh. i had v1 of my island which was minor terraforming and decorating my island as it was
then i got bored and flattened my entire island, then started terraforming. I used an online map maker to plan out my island's terraforming. After terraforming i started decorating. the areas you terraform are not 'perfect fit' for decoration and you will need to terraform more here and there

for me i just ended up cleaning up some cliffs, didnt end up flattening. But a lot of people do! all I wanted was nice symmetry and i got lucky with the first cliffs

Hey can anyone help me? Ive been trying to get my last two rocks in the middle of these holes for months but they just won't appear there. I have mannequins on pretty much every available spot on my island but then they wont even spawn

@foggy peak stone spawns can be wankey. Those two spots might be too closs to the edge of the cliff. Try making the cliffs 2 tiles bigger and block the added ground with patterns (not manequins as those can interfere with the stone spawns if those are too close)

Maybe some Arcade games? And lights are def missing. Maybe palmtree lamps or street lamps? There are also cotton candy stalls, rocking horses. Or maybe stalls with sweets or toys from toys day?
Soft served lamps or rocket lamps could also maybe work

I started a new island and it turns out the plaza is 1 square off center straight from the entrance boardwalk!!!! Any ideas how to make the entrance still look nice without needing too much symmetry?

@desert coral Thanks for the advice ill give it a try. The weird thing is though I have seen the rocks spawn right at the edge on other cliffs on my island

If you have mannequins close by bellow the rock spawn points, like up to 4-5 tiles besides your open spots. Maybe get rid of those mannequins and put paths instead. Once 1-2 mannequins 4ish tiles bellow the rock spota prevented my rocks from spawning and took me forever to figure out it was cause of the mannequins
