They have to be your designs, you can’t use one from the portal, but you go up to the hanging designs at the back and there should be an option to replace them with yours!

Honestly, if you know what design you want but not what colors to use, I would suggest you just make the design on either the default palette, the greyscale palette, or on a palette that's close to what you think you might like and start swapping one color at a time. The more important part is to try to think about how many colors you want early on so that you don't need to put the same color in twice, or redo sections of the design if you run out of color slots.

Easiest way I can suggest to do it is to try and make your design as close to how you want the final design to look without repeating colors. So like a green + light green + dark green is fine as 3 separate colors on the palette because of lighting/shading, but try not to use the same shade of green twice.
Then you can place the outfit you're trying to color match to on the ground, so that it gets placed on a mannequin. You can either wear the boots or place them as well.
Next, wear the custom outfit and you start changing one color at a time. When you look at the comparison of what you're wearing compared to what you need it to look like (mannequin) take a mental note of "oh, it needs to be more yellow" or "it needs to be more black/white"
After some time you'll get it close enough you'll be happy with it!

This is probably the easiest way to do it if you're new to it!
