I really prefer how mobs work in fallout 76 to eso. Feels more natural even if the spawns are still in specific spots. They also might hunt you across the map and not forget about you if you run away.

pvp is basically disabled atm if you don't fight back. Survival mode was the pvp exclusive mode but it was removed and they are re-evaluating it. So unless you hit the griefer back or are in a workshop area there is no pvp.
