You basically have to submit all the items for the house that Tom Nook has requested you put for the third villager to move in!

You can do this by checking the houses mailbox to see what items you have or have not submitted

anything with a checkmark means you submitted it!

I don't know about YOUR particular situation, but I'd try not to take it too personally. Self criticism is important, but so is paying attention to the world around you. Right now there are a lot of "hiring" signs up that are fake. A lot of people are now coming out saying the reason all these companies are all hiring, but don't seem to be actually hiring is because they're putting up fake ads to soothe overworked workers by promising they're going to get help, but never actually do because "they just can't find somebody good enough" among other reasons as well. Might be a you problem or it may very well not be considering the current state
