There's no way for us to troubleshoot for you, but if your museum is upgraded (I attached a photo of what an upgraded museum looks like) then he will appear once every two weeks, guaranteed.

What are you confused about? The game blocks tree growth when there's too many in a condensed area. You just gotta move the ones that aren't growing to another area, let them grow, then you can move them back once they've grown

Yes he can, he won't miss out on anything, but Tom Nook sells 4 unique New Years hats that are different per island so if he does cataloguing I would recommend he buy those before heading to your island.
