the last villager who asked to move out and you said no, villagers in the process of relocating houses & the last one to have moved in will not ask to move out - make sure peck isn’t any of those. holding onto a kit + telling another villager to move out will increase your chances.

also talking to the villager you want out will help too.

as long as you’ve got 6 villagers, they’ll come. i was having more issue kicking out villagers in the early stages of the game, too. trying different methods can be helpful as well - the one i have most success with is + 15 days, +1 day, +1 day, rinse & repeat until the villager you want to move has the bubble.

The app within NookLink is only for scanning QR codes (from older AC games) or uploading photos that have QR codes in them. You can't create designs in it, you'd need to use an external editor > export to QR code > scan into NookLink app

It took me a while to get one to spawn, I did just use an old tire and a can, they barely spawned but eventually one did. Just kinda takes patience and if one does appear you just have to be very careful trying to catch it, they'll fly away easier than most bugs in my experience.
