It’s not really what you asked, but if you have isabelle on your island, talking to her about a villager’s outfit will now remove any gifted things that they are wearing at the time that you talked to isabelle, so you can take advantage of that too

definitely start from seeds. if you use any random flower then there is no telling what the genes may be and so it can mess up your method. my suggestion for the process is that you stay organized and try to constantly keep up with what is being produced and what can go on to the next step vs. what potentially can’t and so on

to have the same friendship, they would need to be the exact same villager. You could have them move to someone else's island then move back, then use Isabelle to reset their clothing and that would keep their friendship

So I just had something happen that I think is a glitch.
Around an hour ago Chabwick gave me his photo, so I invited another animal via amiibo to the campsite so I can kick Chabwick off my island (I got his photo, I don't need him anymore). So now I'm in my house hanging up the photo he gave me, and then Chabwick decides to pay a surprise visit. But he's supposed to be in his house with everything packed up so he can move out tomorrow. But he's walking around in the plaza and when I talked to him his dialog is the same kind he would say if he was moving. Can I still let someone with an empty plot come and take him?

Have you talked to that villager ever since they moved in? Other than that it seems you are having bad luck

You need to have completed the main story of the DLC and have DJ KK perform (after 30 decorated houses). Then you should unlock that option with Tom Nook
