i think nintendo lowered their spawn rate in the recent updates 🙃 i could be wrong though, you can try to cut everything down and place all items on beach, basically making no other bugs spawn

it isnt really worth trying to get them to spawn as they have a very low spawn rate (like 2% or something), but you could clear all the grassed tiles on the island to encourage them to spawn but its still a very low chance

can anyone help? I’m trying to get a rock in that grass space next to the other rocks. I removed all furniture near the grass tile and it isn’t near any cliffs. I’ve covered my whole island in wood tiles except for 6 grass tiles for weeds and fossils to spawn. Rocks can’t spawn in those 6 tiles since they are on the border between grass and sand. So my understanding of your question is Ketchup is a resident of your island currently. When you invite a resident to hhp and build them a home they will be in both places at once. I’m unsure if she will despawn from the hhp beach if you haven’t built her a home, she may be there until 5am the following day or automatically despawn once you leave.
