afaik quite a few wall- and ceiling-hanging items have no hitbox and can therefore clip into floor furniture already present, that's a design choice from the devs
You can just move them around to move them out of the furniture with the home design menu

So even if you're doing the method perfectly, there's still most definitely a chance nobody will have the bubble. Just keep going at it day by day, spend a little longer looking for bubbles if you have to (they don't always appear immediately upon log-in). Also, skip saturdays! No one ever asks to move on saturdays bc of KK Slider or events

Redd is the bigger boat docked at the norther beach of your island, he'll just visit random during weekdays

since you were talking about the art museum, you probably mean Redd. (the other guy takes you to special mystery islands.) he's supposed to show up the day after the art wing opens, I think, but you might have to wait a bit if you missed him

maybe you already got the first art from him? the first time he doesn't even let you in the boat, you just find him on the island somewhere. after that his boat shows up occasionally on weekdays with more art

if you donated the art he gave you, he should come back sometimes. but you have to go check for his boat at the "secret beach" at the top of the island. usually Isabelle says something about shady art dealers on days when he's there
