Make sure you talked to all villagers at least once. If the method is not working after additional 15 days. Sync back again and look for bubble sometimes when you go back some villager gets it

Gotcha. Yeah, that's disappointing. The DLC is great and I enjoy being there but I ONLY enjoy being there. I find no reason to go home anymore. Small houses, no facilities, no cool island terraforms like that giant rock archway that dips into the ocean.
They put so much effort into making the DLC awesome (which is a good thing) that the actual home islands feel.. Obsolete?

No, if you're using the island transfer tool then you just need access to both Switches. You can even transfer your data if you've lost, broken, or traded in one of your devices, you just need to contact Nintendo for that. Not sure why people would tell you you need two separate copies lol

Well there's a 15-day cooldown where nobody can ask, so your island ask chance (abbreviated as IAC) was 0% for those two weeks.
Your current IAC is probably pretty low then, since you've just surpassed the point at which your bad luck bonus starts to build. If I had to guess, assuming you have 10 villagers, your IAC is anywhere from 50 - 55% depending on how many days past the initial cooldown you are.

I'm just going to assume that's the case, which would mean you agreed to let the villager before them move out on November 5th. This means that your 15-day cooldown of 0% IAC ended on November 20th, and since it's either the 22nd or 23rd for you now, your IAC ranges from 50 - 52%. So you have a 50 - 52% chance of someone asking to move out right now, which is pretty low, but will increase by 1% for everyday you don't have someone ask, with the max IAC at 80%.
You can increase this by time traveling 1 month in the future, but if you don't time travel you'll just have to wait it out unfortunately.

Not an annoyance at all! Ask as many questions as you have. I generally advise people who aren't seeing move-out bubbles to stick around on their island for about 10 minutes, because the bubbles don't always appear at the onset of your login. If you've spent more than 10 minutes though and visited all of your villagers, it's probably safe to say you didn't have a move-out bubble that day.

If it's your third time inviting the amiibo then you can move them in but if it's not, you can still keep doing even though the plot will be autofilled and later you can kick out that last villager with amiibo. Make sure you talk to that autofilled villager first tho before kicking it out (just make sure they know you)

If you mean reset your island then yes, you start from zero and you lose all items, money, catalog.

If you don't want to do then you could try flattening your island first
