Just use a flimsy axe and keep hitting at a single tree, since it wont cut it down but it will still reduce its durability.

Yep! You just need to run up and down the beach (figure out which side the balloons are coming from first, you can check the direction of the smoke coming out of houses as a hint). Balloons spawn every 5-15 minutes
