It's just random chance, there are several times that the thought bubble may not be the moveout one. The trick is to just keep trying. It may take a long while as the method usually does (upwards of an hour despite what the guide may say about 10-15 mins)

There's no way to "extend" it, bu if you're only using the gold can for gold roses, you can make it not use any durability by watering with a normal can first, then re-watering with the gold can to get the gold flag
