No, it's random: once you're at least at friendship level 5 with them, any gift worth 750 bells or more can get you their photo in return, but the max chance is 8.67% at max friendship

And for the gifts, it's also entirely random. Villagers don't actually have detailed relationships with each other, but you can act as if they did if you'd like haha

In the first case I think it's referring to an area that is only accessible by swimming in the ocean and getting out of the water on another part of the beach.
Second one I don't really know, maybe they meant that because otherwise you can swim around the maze and just skip it?

There's not really anywhere online to buy legit sanrio cards right now, but some sites might have them for preorder. I think the rerelease (in the US) is going to be the full 6 card pack, so you wouldn't need to worry about whether or not she's going to be in the pack you buy.
