Like I said before, a realtime light should be able to light up static surfaces with baked lights just fine, as long as the material shader supports it

The material's shader should be one that supports realtime lights
There aren't many shaders that only support baked GI, but still some so it's a possible culprit
If that doesn't seem to be the problem I'd look into limits on realtime lights potentially imposed by quality settings

If you already have lights in your scene that are capping the limit, that would explain why more don't show up
