And what Renderer does the URP asset use
URP assets define quality settings for each quality tier, and they also refer to a Renderer which can be 2D or 3D
Ok, how can I see if they are 2D or 3D?

You make a new 3D one, they're entirely separate

Though I'm anoyed that wasn't in some docos or tutorials. Maybe because everyone usually starts with the correct one by default
The instructions have this step
Right-click in the Project window, and select Create > Rendering > URP Asset. Alternatively, navigate to the menu bar at the top, and select Assets > Create > Rendering > Universal Render Pipeline > Pipeline Asset.
Following it gives you these two options to choose from
Though it neglects to mention that 2D Renderer is incapable of all 3D lighting
