That's how most heavy tanks are built, they first pick the gun and then built the tank around said gun.
The Tiger 1 was designed to carry a 88mm gun above all else.
Armor is not part of the equation, it is just an extra. Look at the AMX 50 120, its armor wouldn't protect it against anything of the time, it just had a mighty 120mm gun

Protection was not the focus, as one can see in tanks like the M103, Conqueror, AMX 50 120, all just focusing in carrying a gun powerful enough to destroy any enemy vehicle, while their own armor wouldn't protect them from the most advanced enemy weapons
