To be honest I don't think it is a rule if this can be equipped on a outfit with or not on the programming.

status effects come in different ways
Exotic guns like the Iron lung or the Scorpio
and then theres also ammo crates that give you different ammo types like shock ammo and incendiary ammo you can find around the map
you've also got your chem launcher at your disposal if you survive past the EMPs

Its not that bad if you dont play on heroic. Shock trap is honestly good vs hunters due to shock being a good stun + they cant hack or disroupt the traps while they are on the gound.
