every strap actually moves depending on what outfit you use
including the agent brick
they don't have problems with the way its set up they just don't feel like making separate backpack positions for these types of backpacks
the agent brick has both vanished and been moved to different positions on various occasions
Loadout frame backpack has the brick/scanner up really high
while the other backpacks have them slightly lower down the back
another thing I'd like to state is the fact that they aren't afraid of having things go across the chest
on two backpacks (heartbreaker which was introduced in First Rogue season and Gavriil rucksack which was probably introduced sometimes in year 1, but I don't have any source to back that up) there's a clip on strap
Yes, clipping is an issue, but multiple backpacks and other items clip with each other, there's even a gun that can have two magazines clip into each other, my friend Colon has it

An alternative is to simply make an outfit that removes the agents backpack model and replaces it with a model attached to the outfit
theres alot of ways they could go about this, but its really up to them if they WANT to do it, which is a no.

Div2 Reuses Div1 animations, such as the self stim revive being used while a control point officer is reviving you
Reuses Div1 models, such as Ski Mask - Black (Its literally just the Riker outfit piece from div1) and also various scarfs such as the outcast scarf, scarf green/gray, and neck warmer brown, another reused asset is the clan cap, which is a cap model you can buy in the div1 apparel vendor, also not sure if its the same model but the Santa outfit looks eerily similar to the one seen in div1, I'm willing to bet that if they can reuse this many assets, they can probably make a certain type of backpack.
