Well judging by what we know from the Bardon Manhunt Mission, then the Hunters are at the very least for hire, so assuming the satellite has some kinda top-secret info on it (which isn't really likely as Satellites are just relays for the most part) then perhaps they were hired to go steal it.

what if there's a "hard" or "legendary" raid difficulty ? of course there's the regular enemy buff, and maybe only 1 respawn token , as for DH, white tusk enemies, during Boomer fight the 4 pylons with more hp, it will always be 4 screens, boomer's ram is a one shot , for weasel , a stack of 50 gas, instant kill sticky, snipers will only stay up, the dogs, thinner threshold, more 360 frequency, roller does riot foam instead, razorback 2 heavys for above 50%, 4 heavys for below , one shot razorback grenade, more hp for drones,there will always be 2 dogs. For IH , Gray's backpack will be tougher, he got 5 shields instead , 2nd boss, temp goes up to 200 degree C , need to shoot the wifi 9 times instead of 5, higher frequency for rockets ,3rd boss lesser time, diagnostic doubled, iron horse all 4 cannons has the insane fire rate as if there's only 2 , instant kill vulkan, starts with the green laser minigun,there will be the grenade heavies with riot heavies, got 4 snipers all times instead of 1, morozova will always be very pissed (insanely fast lock on)

The issue with doing a county-middle-of-nowhere kinda place is that Far Cry 5 exists.
Div's kinda got a "city" vibe to it, and MSV always do such great environmental storytelling that it'd be wasted on farmland.

my guess is that during TD1, Faye is still having those "rookie thoughts" like "we are doing what's right" but with the collectibles from WONY, it would seems that she still believe so, until the assault of Rikers on Hell's kitchen's safe house that killed her sister, it was when she has the thought that "you guys were there, but you didn't do shit to help, and my sister died because of you all, you were all too soft" ,and with that mindset she sorta changed from a doing what she could to help to doing it no matter the course, aka BTSU style. some "Breaker" or "Jailer" or even "Jailbreaker" for Rikers, maybe works a bit like the Nailgun heavy, like a Hunter set but for the Bulwark shield, in reds, reduce fire rate for sidearms, but increase damage, enemies got blinded(Riker heavy flash)/bled(Riker nails)/shock(riker sniper) for kills, some fireproof or "Dragon" or "Cleanser" for cleaners, kinda like Ongoing directive but with fire instead, with hazard protection, status effect and promotes an upclose and personal Scorpio shotgun style gameplay , really couldnt think of anything about hyena though, can't have our agent geting duped on spices now can we...

Every faction has/had their reasons for turning into Antagonists except for Rikers and Hyenas who were always bad probably. But the beauty of it is that you can see where the factions are coming from sometimes because we've seen what made them become antagonists. That's why some people choose to affiliate with these fictitious factions, because they see why they're doing what they're doing. For me I've always been intrigued by games that have factions whom had the right idea but had a poor execution of said idea. LMB and Eden's Gate are prime examples of people who had good intentions but cruel methods.
