Actually not quite, in Div1 once they added in the barber stand, they added some dialogue where they jokingly referred to how time just didn't seem to pass and Rick suspected a Weather Machine was being used.

Well not sure how long it's been since you've played O.G. Tidal Basin, but the White House was only targeted at the end of the mission.
I honestly think you should not read that much into a side character's motivations in Div2. You're likely putting more thought into her feelings on things than the devs did.
And they put in enough to make the story work.

Okay so in one of the missions (near Capitol Hill) you actually have to break into an NSA data site, you've got pretty high level clearance which makes sense.
anyway, inside it you find out the NSA had a file on Gordon Amherst. The guy who made Green Poison. They didn't consider him a credible threat.
