Everything to make a character that can give me resources from keener' watch points. As I'm making those characters once a week, having a good powerful lvl30 build can make my NY experience MUCH more interesting and easy.
The best skill build that I can think of for story mode in NY is Eclipse. So i'm trying to find ANY solution to make it real.

neither get a benefit from status effects as an attribute (Scorpio's effects are only based on the # of pellets hit, and pestilence is a damaging debuff, not a status effect). TDI Kard Custom, when held, gives you added skill tiers. Since chem launcher acts as a "weapon", as you pull it out, you'd lose the extra charges afaik.

And I agree to disagree. IMO sawyers is procād more often since snipers typically donāt move much. 4 piece aces needs to constantly be re-procād to gain the same 30% bonus. Just my opinion.

Like I said, vendor inventory is always randomized. You don't need to find an item for it to be available in any of those shops. The only in game items that work like that is the Shield Splinterer and Hunter-Killer and you need to kill hunters for those to show up in Cassie's shop
For example, I have not yet found the backpack with perfect vigilance or the mattador in the DZ but I was able to purchase them several weeks after I tried grinding for them.

Actually, the DZ is far from the best place to farm loot.
with the addition of Targeted Loot to div2, you're far better off finding a place where you like to farm out in the LZ (open world) and add on some Directives.

Targeted Loot is effectively an extra drop that can spawn alongside everything else.
so it doesn't "change" what a boss can drop, just adds to what loot enemies can drop.

Actually yes, since Summit has the same loot pool as the open-world.
and in Summit you can set your own Targeted Loot (TL) by opening the map while inside.

I can confidentlly solo challenging cause thats my main difficulty, but i dont get how heroic is like x2 or x3 of challenging hp and i still find it hard to play heroic

yeah there's a pretty big jump between Challenging and Heroic, but after you get a good build and a lot of practice in, you'll be able to do it with the same ease.
SHD level really doesn't make that much of a difference, it's all about knowing the game better, learning the little tricks and tips.
