Don't think it has a (sensible) limit, but at least around 18-20 at minimum just from how I've seen it used in speedruns
Outside of some arbitrary technical limitation they might have in place (like say an entity having a limit to how many instances of damage it can take from all sources within one tick or something), it doesn't have an inherent limit so far I've seen (and I'd otherwise question why in some places in speedruns you have say 2 full skill build people spam all their oxis out in a specific spawn to make it go faster)

Mostly it is uncontrollable because that is how it work
It priority running to your team or skill who/which are not full armor, then drop healing cloud, then return step 1, drop second cloud if first one is end
What you can control is keep clicking your button, to make sure it don't touch anything, it touch nothing, then cloud won't drop

Or tell your team don't injury, not even 1 armor, then it won't running

From my experience there are different types of rogues that do different things and use different skills and builds almost like players

If you don't mind putting the extra effort in, it only takes about 10 mins to create a new character, run them through the tutorial, use the shop boost (in the add ons section of the ingame store, free if you own WONY) to jump to lvl 30 WT5 and then you have immediate access to the Pentagon Breach mission. If they need to unlock Darpa as well as Pentagon you'll have to run Pentagon on story difficulty at WT5 with them as well, then follow the prompts to head straight to the start of the Darpa mission.

scanner pulse is a niche skill you would need to use not for dps unless running spotter or heartbreaker - use it to highlight enemies and find out where they are so you can move around the map to situate better or choose targets more easier (this helps speed up time to kill if you know where they are and what kind of archetype you're fighting so you don't rush up on a rusher and get downed in 1 shot

Most of the stuff you get from it is used for optimizing gear which - since you mention "beginning" - you're probably not at that stage yet, I assume, so you don't really need to worry about it too much for now and can just save the points for when you actually need to spend them on mats. However, if you fancy something from any of the vendors, you can spend the points to get some quick cash that way.

Yes it's independent per person, only the people in your group who're full armour have the buff

if all 4 in group are full armour, everyone has buff
if say group member 2 and 4 lose some armour, they'll not have the buff anymore, but member 1 and 3 still have it
if they regain full armour again, they get it back of course
it's all independent and not related to you

EMP sticky is one of the best skills to have yes, I use it a lot when solo and in groups

excellent on non-skill builds against black tusk

it retains relatively high value even on T0/1 as you can put it on say a dog or a problematic positioned minitank and not explode it until last second and it'll disable it for ages (and if there's multiple robotics clumped together then it does AoE too)

one of the best flex skills to swap to whenever you're against BT imo, and the only thing better usually is on full skill build like an EP set using jammer at T6, but even then if you just need the range in some room swapping to EMP sticky is still great

for example especially in the current season's manhunt bounties that are regarded as quite hard on heroic, with some rooms being more like legendary-light, if some or even one person (same goes if you're solo) has an EMP sticky, bunch of places become much much easier instead of some oppressive grenade doggo / wild minigun doggo running around / yellow sniper doggo obliterating everyone or pinning them in cover

Damn that's more powerful then the pulse i will definitely change emp pulse with this one in my loadout. I quite struggle sometimes on legendary summit because of those mg warhound they spam there turrent like hell.

Jammer is also situationally useful on T0/1 builds too but far more niche I'd say (especially with how you often want to charge it up, which can be quite some loss on DPS time which is an offensive and defensive loss), EMP sticky's fire and forget for huge benefits is just great

also allows you as DPS to just fully in the open trade against even yellow dogs that are aggroed on you, killing them quickly without it returning any fire, instead of potentially losing most or all your armour against it or need to hide awkwardly

and yeah the unique aspect of it that as long as it's attached to the target, if you don't detonate it early (ideally last second) it keeps it disabled, means that regardless of difficulty - even against very status resistant enemies in legendary - it stays relatively extremely effective

Set lmg, marksmen rifle in cd as targeted loot.

I always set to marksmen and i even sometimes get 2 in one run cd, dread eradict and mentis.

Plus i think you get 165 cd currency on successful run in heroic. So that means after 2 run you can buy cache from vendor.
