Meta DPS builds are strikers and tipping scales. Top DPS guns are assault rifle and LMG. Previously you needed to be expertise 30 to upgrade gear to proto level, now you can just get carried in low tier escalation to get a start on it. Other builds are viable for solo play (blueprint/xp farming), and also if you have a good enough team/squad/clan you can mostly build anything and it will help your team but the best defense is a good offense in the higher tiers/end game content, though one healer is almost always needed.

I'd agree it's a delicate balance. The promise of type 1 (once you just master these skills, earn this meta build, etc) is probably part of what draws people in for the short term, but type 2 stops them getting bored as quickly and moving on.
