When Echo procs, it creates a new instance of damage on the target matching the damage of your shot. I haven't seen anyone report specific testing results but my assumption would be that the echo damage won't be duplicated on another nearby enemy, and also that turmoil split damage instances on other targets won't have a chance of proccing echo themselves, so overall it's not a good combo.
