I'll try and explain it a little more clearly.
basically, enemies have a regular loot pool, and targeted loot has a small chance to drop extra on top of what they normally would.
Directives added on slightly increase this chance.

@feral knoll yup hahaha..i found that if you have 4 pieces on getting proficent at same time and target loot to gear system mds by the time you reach about 8 proficency you have the materials to finish them off to 10 at the tinker station

Yeah it's a weird interaction. Basically, if I understood, it doesn't give 45% of normal hive cd (which would be 80 seconds I think), but when you activate the skill when the reviver is in fact between use and cd, it takes overcharge / optimize cd and divide it by 45% (so 45% of 25 secs).

Not really, 99% of prototype gear loot is trash. You'd want to upgrade existing gear to 30 then use prototype cores to upgrade.

I think I have underestimated the White Death for long enough.
It's probably the best MMR for a scopeless build and it's only worse than the Model 700 in a Hotshot build.

Wear a full stuff of what you need to level (including skills, specialization, all weapons, all armor. Doesn't have to be relevant. Make sure u equip at least one exotic weapon and one exotic armor). Launch countdown (challenge, not heroic). Target loot what you miss, start with green gear set, then brand set, then everything you miss. Donate everything except exo. Deconstruct what you can't donate, and donate those materials to lvl expertise. Rince and repeat. Boring and not fun, I'll admit, but you asked for quickest way.
Also, houndsman bounty can help for named item.

Yeah I mean retals is nice when you have a set on you. I usually recommend countdown challenge not for looking a specific item, but for trashes, and also for named it can drop + the fact that everyone can wear a trash set. Not sure you wanna do retaliation with a full random set xD
But I agree it's definitely more fun than countdown.

but maybe after 7 years or 8 it would be cool if there was something else that would get a buff and somethings that gets nerfs so everyone isnt running the same thing 24/7

i do hope some exotic and gearsets get rework/buffs
