To add to what @heavy ocean said, capitol building behind a bush is a manhole that they can come from, additionally DCD Hq. Keep your fog of war off and run a little bit away from the mission spawn point - when your mini map goes red youll know theyve spawned. When you kill them; log out and in again to reset them and try the few spots. Im sure theres plenty of YouTube videos out there for "loot goblin spawns"

Check your bounty list for "The Houndsman" listed under blacktusk
