it's not really dumb.. it rewards you with basically arguably highest damage output on a weapon talent if you don't use skills basically. If it worked with shield nobody would use any other talent even with others as even Sadist/Ignited and highest 30% amplified damage come with requirements of enemies bleeding/being on fire. Some balance has to be accounted for.

I hear you.. I do run Foam + Shield on my OD builds with rifle though.. it still feels great with that little protection with shield in dicey situations. I think this game is a bit unfair how it does damage from NPCs.. I swear they adjust their accuracy and damage based on the skills and stuff you use. I can't prove it and it's probably a tinfoil theory but that's how it feels. Those mysterious insane red bar damage that wrecks you in one shot. 🤯

my rifle OD build has like 145-150% chd and 52% chc.. I'm very close to max stability and ok accuracy. I hit my shots fine personally with it. I farm heroic with 5 directives with that build when ammo is scarce. Carnage still obviously deals more damage in a pinch (not by a lot though) but for most stuff it's perfectly fine. Having some more handling would be welcome though.

Yes.. look at attributes or the icon on the talent. On attributes you will see triangle marker under the value line. It’s white little triangle. That tells your library highest value for that attribute. If new attribute line is beyond the white marker, it’s higher than what you have in library.

you now have an instant endgame build that can handle almost all content in div2.

you can buy an Exotic cache with the CD currency every 2-3 runs.

difficulty doesn't matter unless you want the guaranteed drop

I thinks it’s apparent they want the mask as they already as been running chances for drop. So difficulty would matter in their case
