optmization increases the roll quality to the max you have in your library, so to upgrade any gear or roll to the max you need to have it maxed out in your library first

so filling your library tends to be the first step to being able to optmize gear

There’s no mission there is the problem it’s just the White House settlement/safe area it’s yellow and unlike the rest of the map where I can fast travel to the main missions the Capitol building mission isn’t there anywhere I even ran all the way around the area to find it

use sharpshooter spec. you should be able to craft hotshot pieces as well. just roll hsd . obv chainkiller is good to have on build. if you have a vigilance bag youll have a big damage boost. if there are still problems going above 150% hsd, farm a white death. it rolls special 137% hsd, so really easy to go above 150%

It's not so much about having a good DPS build, but the right kinda one for the specific Raid.
Dark Hours, for example, is basically a damage check, so you want something very simple, that ideally doesn't require building up the damage, or killing specific enemies in an order.

e.g. why a high-end setup is preferred over a gearset one.

Strikers will absolutely out-damage it, and can work, but for your first time, I recommend simple over complex.

I see a lot of mission rogues but generally using mortar. Whatever you use, make them come to you. You'll usually ha w an are you can enter and then backtrac.
I throw a hive at the doorway, throw a mortar in their room and spam through the wall till I'm hitting them.
On a dps shock traps are great for this. You can throw them at a choke point and they start their cooldown while staying active. Foam is good but requires you be visable, and ultimately a target

Play a lot of countdown farm for some basic builds so that you can work towards doing the raids and incursion. After that you may even want to find a group and work on improving your expertise level
