This is rather comical. They reverted it back to current state after the fix completely broke the talent. They had an option to just leave it broken but decided to roll it back... idk , but I seriously doubt an actions would be taken on the community without first disabling the talent...

You generally want dtooc as the 3rd stat on pretty much every gun, stability is better done with mods and a bit of Weapon Handling depending on the build.

I just back out of the monitor and enter it again and it allows me to choose

if the skill you want to replace is on cooldown, it won't replace, and you'd have wasted that choice

it's very notorious with reviver hive and chem launcher because of their long cooldowns

expertise gets harder in the higher levels because youre left with the wall , which is weapons and skills. brands and gear is very fast . you can speed up the process by buying named items (20per proficient) , or crafting some items if you have the materials. improvised gear would be a good place to start crafting since theyre not in the loot pool
