it isnt the most efficient use, but at a certain point its the only thing you can use if that makes sense.
there are gonna be some items youll have to use pf or proficiency through usage (spec weapons, skills, exotics, unavailable items, and probably some dz exclusives).

the most efficient use of watch points to proficiency is converting shd to cash and hitting vendors weekly to buy 20 named items/weapons from their inventory to donate to proficiency. this puts the shd cost at 30shd/item proficient for named and less for weapons.
you can also craft 20 of certain items to donate i havent worked out the cost but im sure its less than pf.
shd to pf for direct material donation on the other hand is 300shd/item proficient

The true cost of proficiency to hit expertise 25
(usage obviously lowers cost)

I do like the change where re-running a Manhunt gives you 1 comm per Named Enemy, makes completing sets much easier.

I think it should be that way because a handful of reasons

it has the high potential to mess with the story if the person accepting hasn't done that part of the hunt yet
the person is likely to be inexperienced so not really great backup
the person will likely want to do their own thing due to not finishing it making the backup effectively useless

It really depends on what you want to do.
Division 2 just had a rather big update, Project Resolve aswell as a new season.
You complete the Manhunt to get the latest lore - this will unlock as the weeks go on.
The game is a looter shooter. Loot, shoot, repeat. Get better gear, find something you enjoy, level up, do things faster, do things in a fun way, the world is yours for the taking.

it's kinda the theme of it, if you know what to do you can skip waves and spawn camp easily and make it so much faster

compared to the other legendaries it is by far the fastest to complete

If you really want the look, one of the newer apparel events (no clue on the name) has two different helmets that are in the mask category and work with gear masks so you can use the umbra mask with them, except this doesn’t work on female characters for some reason
