Yep, there's a massive update due on the 6th that's rebalancing a good chunk of the game, multiple new Seasons planned (one releasing the same day as the Update) and a DLC in ~2025.

plus there's also a f2p pvevp game called "Heartlands" in development that's in the same universe, and another spin-off called "Resurgence" that's mobile only.

It's much more about gear setup than level. You'll want to be comfortable playing heroic before jumping to legendary, and keep in mind the step up is quite big. For your first legendary runs using a drone/turret build can be an easy way to play passively and learn the missions, although DPS builds like striker and nego are ultimately more effective.
